## WHAT THE EVIDENCE SAYS

IUCN reported that the BBNJ Agreement has passed 100 ratifications, shifting attention toward COP1 decisions on the scientific and technical body, clearing-house mechanism, finance, rules and capacity needed to implement the treaty.

## WHY IT MATTERS / OUR READ

The ecological value of a global agreement will depend on the institutions that turn legal authority into area-based measures, environmental assessment, capacity and enforcement. Ratification is an enabling condition, not the outcome.

## CAVEATS / UNCERTAINTY

This is an institutional milestone reported by IUCN, an active stakeholder in implementation. Ratification count does not establish ecological effectiveness, and key governance and financing arrangements are still being built.
