## WHAT THE EVIDENCE SAYS

An analysis of industrial fishing activity in 861 marine protected areas used vessel-tracking data and protected-area geography for 2012–2024\. Fishing activity increased in 58% of the assessed areas, declined in 40%, and remained unchanged in 2%. The authors found the clearest reductions at some fully protected sites, though those often started with relatively little industrial fishing.

## WHY IT MATTERS / OUR READ

Coverage on a map is a governance input, not an ecological outcome. If fishing is displaced, continues under permissible rules, or was already absent, a protection target can be met without delivering much additional conservation. Evaluation needs counterfactual pressure, real restrictions, compliance, enforcement and biological responses, not only protected hectares.

## CAVEATS / UNCERTAINTY

Satellite vessel-tracking underrepresents some small-scale and untracked fishing and does not directly measure species recovery. Changes in observed effort do not by themselves establish that protection caused increases or decreases.
