Evidence

Peer-reviewed

Geography

Lowland Ethiopia; Afar, Borana, Somali and South Omo

System

Pastoral and agropastoral landscapes; drought adaptation governance

## WHAT THE EVIDENCE SAYS

A policy-literature review and 38 key-informant interviews in four Ethiopian lowland areas found livelihood diversification and drought-resistant fodder or crops more common than capital-intensive actions such as solar water systems or grazing-land restoration. Respondents identified finance, technical capacity and sustained operations and maintenance as major implementation constraints.

## WHY IT MATTERS / OUR READ

A locally led intervention needs a locally workable maintenance budget and decision authority. Funding installation without financing repair or ongoing governance does not resolve drought exposure.

## CAVEATS / UNCERTAINTY

Interview responses are perceptions, not experimental or longitudinal measurement of ecological or livelihood benefits. The manuscript is an early peer-reviewed accepted version and may receive editorial refinements.
