WHAT THE EVIDENCE SAYS
A reinforcement-learning framework incorporating drainage-network topology and a soft mass-balance penalty was trained on twenty moderate synthetic storms and evaluated on thirty held-out extreme storms and twenty monsoon-like events. Across ten training seeds, modeled overflow was 31.2% lower than a rule-based controller, with a 78.3% reduction in one control-effort metric relative to a topology-agnostic comparison.
WHY IT MATTERS / OUR READ
Engineering controls can change the downstream hydrograph before any new pipe or detention pond is installed. But a simulation is a feasibility filter, not a substitute for field hydraulics, habitat connectivity and operational safety review.
CAVEATS / UNCERTAINTY
No municipal installation, observed flood reduction or ecological outcome was measured. Synthetic events were not directly validated against climate projection records; even a 1,000-node parameter comparison is not a real city trial.
