WHAT THE EVIDENCE SAYS
Interviews with 59 project developers, managers, funders and policymakers across nine restoration projects found barriers split between site-level and higher-scale causes. Common problems included conflicts among regulatory authorities, physical constraints from the built environment, and insufficient funding for post-project stewardship.
WHY IT MATTERS / OUR READ
Nature-based infrastructure is not implemented on an empty map. Easements, utilities, elevation, salinity, permitting authority and long-term maintenance finance are part of the ecological feasibility of a restoration project, not administrative details outside the system.
CAVEATS / UNCERTAINTY
The study documents reported barriers among projects that advanced far enough to study; it lacks a counterfactual sample of projects that failed or never began and is subject to interview recall bias.
