WHAT THE EVIDENCE SAYS

At a September 18 ministerial meeting in Montenegro, governments endorsed a Western Balkans Six Biodiversity Strategic Plan 2030 and a Forest Landscape Restoration Plan. The frameworks include targets to effectively conserve at least 30% of terrestrial, inland-water, marine and coastal areas, restore at least 20% of degraded ecosystems, halt species loss and strengthen ecological connectivity and resilience.

WHY IT MATTERS / OUR READ

The signal is regional coordination: ecological networks and restoration priorities can be planned across political borders rather than as six separate national portfolios. The next question is whether targets are translated into financed, monitored and enforceable implementation.

CAVEATS / UNCERTAINTY

These are newly endorsed policy frameworks, not measured ecological outcomes. Target percentages do not demonstrate effective protection or restoration, and delivery will depend on national implementation, finance, governance and monitoring.
